The top three are recalculated for every location a search happens from.
Distance from the searcher to your business is one of the three ranking factors. Since the distance term is different for every searcher, the whole ordering is different for every searcher.
Two people typing the same words at the same second, one in Green Valley and one in Anthem, get different top threes. Nothing changed. No ranking moved. The question they asked was, from Google's point of view, a different question — because "near me" means somewhere different for each of them.
What follows from that
There is no such thing as "your ranking." There is your ranking from a point. A ranking claim without a stated location is an incomplete sentence rather than a false one.

Two things distort your own searches.

Grid tracking measures your position from many points spread across an area — a lattice of locations across the city — and records where you appear in each.
The output is a map of your visibility rather than a number. And that changes the conversation from:
"You rank #2."
to:
"You are in the top three across Green Valley and most of central Henderson, you drop to seventh around Anthem, and you do not appear at all south of the parkway."
The second version is something an owner can act on. It tells you where a neighborhood page might be justified, where you are wasting effort, and whether a competitor is genuinely beating you or merely closer to where you happened to be standing.
